Who We Are

Pioneer Human Services is a social enterprise that provides individuals with criminal histories the opportunity to lead healthy, productive lives. Pioneer Human Services was founded in 1963 in Seattle by Jack Dalton (formerly incarcerated in Walla Walla) as a single halfway house. In 1966, Pioneer Industries opened to provide job opportunities for people with criminal histories. In 1971, Pioneer was selected to manage the state's first community-based work release program in Seattle to provide people releasing from prison the opportunity to find jobs in an urban environment and assimilate back into society.

What We Do

Pioneer Human Services provides a chance for change to people leaving prison. Today we serve over 10,000 people a year in approximately 50 diverse treatment, housing and employment programs across Washington State.

  • 750+ housing units across Washington state – Pioneer provides affordable housing to many individuals and families. We offer multiple options including short-term clean and sober housing and permanent housing.
  • A continuum of care that support individuals with substance use disorders in recovery, including residential treatment programs specialized for treating chronic addiction and  outpatient counseling clinics that treat people in the community and provide the stability to maintain their recovery
  • Residential reentry centers across the state that provide counseling, substance abuse treatment and job-readiness training
  • Juvenile programs in Western Washington for youth that provide structure, treatment and education
    Roadmap to Success, our job-readiness program that targets soft skills development, and focuses on each student’s strengths to prepare them for employment
  • Occupational training programs in manufacturing and food services that provide students with the certifications and knowledge needed to succeed in those industries
  • Employment: Pioneer operates a diverse line of businesses to include manufacturing and food services to provide on-the-job training and work experience for the people we serve, while generating revenue that helps fund our social mission. Approximately 65 percent of our manufacturing and food services workforce has a criminal history or is in recovery, and they are rebuilding their lives at Pioneer.
